Decisions taken by the Cabinet of Ministers at its meeting held on 26.02.2019


  1. Establishment of a Inter-Ministerial Committee in accordance with the provisions of Information and Technology Act No. 27 of 2003 (Document No.07)

The Cabinet of Ministers approved the proposal presented by H.E. the president Maithreepala Sirisena upon the request of non-cabinet Minister of Digital Infrastructure and Information Technology to appoint a Inter Ministerial Committee consist of 17 members to consult the government on Activities  relating Information technology.

  1. Improvement of Police Housing Scheme in Ketawalamulla (Document No .12)

 The Cabinet of Ministers approved the proposal presented by H.E. the president Maithreepala Sirisena in his capacity as the minister of  defense to provide provisions to improve police housing scheme in Ketawalamulla .

  1. Construction of Polis Station, Polpithigama (Document No 13)

The Cabinet of Ministers approved the proposal presented by  H.E. the president, Maithreepala Sirisena, in his capacity as the Minister of Defense to carry out the constructions of Polipithigama Police Station properly under  the consultation of Central Engineering Consultancy Bureau.

  1. Issuance of Free Visa with the intention of tourist attraction (Document No.17)

The Cabinet of Ministers approved the proposal presented by   Hon. John Amaratunga, Minister of Tourism Development, Wild Life and Christian Religious Affairs to grant 6-month free visa period form 1st April 2019 with respect to the tourists from Thailand, United Kingdom, Australia, South Korea, Canada, United States of America, Singapore, Malaysia, New Zealand and Countries of the European Union.

  1. Registering / Regulating Local Educational Institutes that are affiliated with Foreign Universities/Degree award institutions to conduct Foreign Degree Programs. (Document No. 22)

The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning, Water Supply and Higher Education to introduce a methodology for Registering / Regulating Local Educational Institutes that are affiliated with Foreign Universities/Degree award institutions that exist within the top 500 international rankings.

  1. Multilateral National Co-ordination in Drinking Water and Sanitation Sectors. (Document No. 22)

 

The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning, Water Supply and Higher Education to establish the Multi-lateral National Co-ordinating Platform in the Drinking Water and Sanitation Sector in order to establish a proper co-ordination mechanism to achieve the global goals.

  1. Establishment of a Medicinal Drugs Production Zone in Hambantotoa (Document No.24)

The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne, Minister of Health and Indigenous Medicine to establish a Medicinal Drug Production Zone to produce active drug elements and finished medicines, using 200-Acre Land in Habantota District,

  1. Obtaining Indian Loan Facilities for Solar Power Projects (Document No 25)

 The Cabinet of Ministers approved the proposal presented by Hon. Ravi Karunanayake, Minister of Power, Energy and Business development to obtain a Rs. 100 million loan from Import- Export Bank in India to implement Solar Power Projects.

  1. Revise of Immigration and Emigration  Regulations . (Document No 3)

 The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abeywardhana , Minister of Internal and inland Affairs and Provincial Councils and Local Government to gazette the amendment bill for revising the 1956 regulations related to the Immigration & Emigration Act No 20 of 1948 and present to the parliament for approval.

  1. Revise of the present Visa Categories and the Charges. (Document No 3)

The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abeywardhana , Minister of Internal and inland Affairs and Provincial Councils and Local Government to gazette the amendment bill prepared by the legal draftsman to amend the section 14-(1) and 14(2) of  the Immigration & Emigration Act No 20 of 1948 and insert a new section as 14 (3a) and present the same to the parliamentary approval consequently.  

  1. Provide land allotments in industrial zones to in order to establish industries  (Document No. 30)

The Cabinet of Ministers approved the proposal presented by Hon. Rishad Batheudeen , Minister of  of Industry & Commerce, Resettlement of Protracted Displaced Persons and Co-operative Development, to provide land plots to 25 investors, selected by regional Industry Service Committees in Homagama, Kaluthara, Mllewa, kuruwita Nalanda Ellawala, Embilipitiya, Galigamuwa, Batticaloa, Trincomalee, Ampara Nawagampura,  Plonnaruwa, Laksha Uyana, Karandeniya, Udukawa, Ulapane, Puttalam Industrial Zones. And to make amendments of business names,  new additions and make changes in current industries.

  1. A committee to develop Sugarcane and Sugar Industries in Sri Lanka(Document No. 34)

 The Cabinet of Ministers approved the proposal presented by Hon. Naween Dissanayake Minister of Plantation Industries to setup Sri Lanka Sugar Development Committee chaired by secretary to the Ministry of Plantation Industries.

  1. Presentation of National Building Research Institute Bill  to the Parliament  (Document No 39)

The cabinet of Ministers approved the proposal presented by Hon. Ranjith Madduma Bandara, Minister of Public Administration and Disaster management to gazette the prepared bill to establish National Building Research Organization and present the same for parliamentary approval consequently.

  1. Land (Special Provisions) Bill (Document No. 41)

The cabinet of Ministers approved the proposal presented by Hon.Gayantha Karunathilake, Minister of Lands and Parliamentary Reforms to  gazette the prepared Land (Special Provisions) Bill and  present the same for parliamentary approval consequently.

  1. Formalize Grant and license process and renovation of Cadastral Map Preparing Process (Document No. 42)

The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramasinghe, in his capacity as the Minister of National Policies, Economic Affairs, Resettlement and Rehabilitation, Northern Provincial Development, Vocational Training and Skills Development and Youth Affairs and Hon Gayantha Karunathilaka, Minister of Land and Parliamentary Reforms to secure funds to survey 732,000 lands and issue  696,000  Grants,  And to complete this process within three years as the first phase of the project. 

 

 

  1. Re Development of Vakanda Area in Slave Island (Document No 44)

The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of Housing , Constructions and Cultural Affairs to obtain policy approval to implement Nawagampura Project to develop Slave Island.

 

 

  1. Moratuwa, Usawiyawatta houses Development activities. (Document No.68)

The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of Housing , Constructions and Cultural Affairs to secure funds construct 30 houses and improve sanitary facilities  in Moratuwa Usawiyawatta.

  1. Special Safety Audit Program on Airport Security Planning and Civil Aviation Security Program  (Document No.50)

The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranatunga, Minister of Transport and Civil Aviation to enter in to a Memorandum of Understanding between Sri Lanka and International Civil Aviation Organization for the implementation of 3rd phase of Special Safety Audit Program under  'Universal Safety Oversight Audit Program – Continuous Monitoring' approach.

  1. Enact the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction Convention (Ottawa Convention) in Sri Lanka (Document No.53)

The Cabinet of Ministers approved the proposal presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to gazette the relevant bill prepared by the legal draftsman and to present for the parliamentary approval consequently.

  1. Presentation of Regulations made to formalize the use of Sports Associations, to the parliament (Document No.56)

The Cabinet of Ministers approved the proposal presented by Hon. Hareen Fernando, Minister of Tele Communication, Foreign Employment and Sports to present the gazette notifications dated 22.09.2018, 18.10.2018 and 10.01.2019 made under Sports Act No.25 of 1973, for parliamentary approval.

  1. Attract Multinational Companies engaged in Electronic and Electrical Equipment Industry (Document No.58)

The Cabinet of Ministers approved the proposal presented by Hon. Malik Samarawickrama, Minister of Development Strategies and International Trade to take necessary actions to attract Multinational Companies, facilitating the small and medium scale local industries to work in collaboration with them.

  1. Development of Mannar Fort  (Document No.61)

The Cabinet of Ministers approved the proposal presented by Hon. John Amaratunga, Minister of Tourism Development, Wildlife and Christian Religious Affairs to perform the major activities of Mannar Fort Development project such as moat excavation, by Land Reclamation and Development Corporation.

  1. Contact for Skilled Labour Force to maintain Boilers and Turbines in 3rd unit of Puttalam Lakwijaya Power Station (Document No.63)

The Cabinet of Ministers approved the proposal presented by Hon. Ravi Karunanayaka, Minister of Power, Energy and Business Development to award this contract to China Machinery Engineering Corporation upon the recommendation of cabinet appointed standing procurement committee.

  1. Purchasing Coal for Puttalama Coal Power Plant (Document No.64)

The Cabinet of Ministers approved the proposal presented by Hon. Ravi Karunanayaka, Minister of Power, Energy and Business Development to award the contract of purchasing 360,000 MT Coal to  M/s/ Trafigura Pte. Ltd at a price of USD 91.40 per 1 MT.

  1. Contract for the installation of 100 MVA Breaker Switched Capacitor Banks in Pannipitiya Grid Sub Station. (Document No.64)

The Cabinet of Ministers approved the proposal presented by Hon. Ravi Karunanayaka, Minister of Power, Energy and Business Development to award the contract for installing 100 MVA Breaker Switched Capacitor Banks in   Pannipitiya Grid Substation to M/s  Seimens Ltd  upon the recommendation of cabinet appointed standing procurement Committee.

  1. Awarding Contracts for extending water supply via Dambylla and Kandalama by Central Province Visal Dambulla Water Scheme (Document No.66)

The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abeywardhana, Minister of Internal and Inland affairs, Provincial council and Local Government, to award this contract to Scoya Mec Engineering Pvt. Ltd for Rs. 565.39 million.

  1. Budget Debate Program - 2019 (Document No.79)

2019 Budget speech will be held on 05th March 2019. 2019 – Budget second reading debate is to be held from 06.03.2019 to 12.03.2019 and   Committee Stage Debate scheduled to be held from 13.03.2019 to 05.04.2019. Budget Vote will  be held on 05.04.2019. The Cabinet of Ministers considerer these facts presented by Hon. Prime Minister, Ranil Wicramasinghe in his capacity as the Minister of National Policies, Economic Affairs, Resettlement and Rehabilitation, Northern Provincial Development, Vocational Training and Skills Development and Youth Affairs.

  1. Providing information relating to Cabinet Decisions under the provisions of Right to Information Act (Document No.94)

A decision was taken by the Cabinet of Ministers to authorize the secretaries to Cabinet and non Cabinet Ministries to provide information regarding the decisions under respective Ministry's portfolio directly and to provide information on decisions under "Other Circumstances" by the Cabinet office.
